Minutes of the Meeting of the Finance and General Purposes Committee of Theydon Bois
Parish Council held at Theydon Bois Village Hall at 11.00am on Thursday 18th April
2024.

372. Confirmation of Minutes for the meeting held on Thursday 11th December 2023.
APPROVED.
373. Disclosure of Interests with regard to items on the Agenda
(Existence of any Disclosable Pecuniary Interest, or existence and nature of Other
Pecuniary Interest or a Non-Pecuniary Interest). The Council has adopted the Essex Public
Law Partnership Code of Conduct).

374. To discuss and agree Parish Council Subscriptions.

Following a discussion, it was agreed that the Following Subscriptions be paid for the
coming Financial Year:

Council for Protection of Rural England
Open Spaces Society
Essex Association of Local Councils
Rural Community Council of Essex
National Allotments Society

375. To Review Parish Council CCTV Policy.
The Policy was found to be up to date with all present legislation.
Approved.

376. To Review Parish Council Media and Communications Policy.

Approved.

11.30am Cllr Burn Joined the Meeting.

377. To discuss transferring reserves showing in accounting software.
It was agreed that Restricted Reserves should only show Section 106 Monies of £3974 and
that the Designated Reserves should be the same as the Ear Marked reserves.

Approved.

378. To discuss and agree insurance revaluations.
A recent comprehensive review of the Parish Council’s assets discovered that certain assets
had not been insured and others had been scrapped but not removed from the policy. It
was proposed to update the insurance policy to reflect this.
Items to add:

4 x laptops £2984
3 x Printers £525
Dog Bins £1500
Gates and Fences at the Cemetery £4850
Items to remove:
Photocopier £741.70
Grave boards and tools £754.88

Seats and benches to be revalued at £33000, rather than £40102.Approved.
Except Shed. Cllr Gooch to check with Village Association(VA) whether that is
included with their policy – It is included with VA policy- 25th April 2024.

379. Any Other Urgent Business for report (without decision)
Please note that no decisions can be lawfully made under this item. The Local Government
Act 1972 section 12 10 (2) (b) states that business must be specified; therefore, the
Council cannot lawfully raise matters for decision.
Cllr Purkiss updated Councillors that there had been two large recent fly tips in Station Hill.
He is to meet with Mike Slade from Essential Security next week to discuss possible sites
for CCTV cameras to cover this area, and Piercing Hill.
380. Staff Matters.
Staff Contracts and Pay rise were discussed.
