Minutes of the Full Council Meeting of the Council held at the Village Hall 7:30pm on
Thursday 24
th November 2022
Councillors Present: Cllrs Gooch (Chairman), Purkiss, Blake, Burn, Gill, Wood,
Hannibal and Morton.

• Members of the Public: The meeting was attended by 6 members of the public.
The Parish Council presented the Villager of the Year Award at the start of the meeting to Brian Revell,
Phil Simmance, Fiona Bradley and Ivan Pollock who collectively organised the Ukraine Charity event back
in April.
1537. Apologies for Absence: Cllrs Morris, Cowup and Amos
Apologies for lateness: Cllr Burn
1538. To discuss and approve the minutes from 27
th October. Approved with the amendment of adding Cllr Gill in
attendance.
1539. Disclosure of Interests with regard to specific items on the agenda (existence of any Disclosable Pecuniary
Interest, or existence and Nature of other Pecuniary Interest or a Non-pecuniary Interest). The Council has adopted
Essex Public Law Partnership Code of Conduct. None.
1540. Public participation session with regard to specific items on the Agenda.
A resident alerted the Parish Council to fly tipping which had been dumped along Theydon Park Road. They circulated
images which showed a large amount old unused builders waste. The Parish Council to follow up.
1541. Police report.
Update provided by Cllr Purkiss on PC Cooks behalf – There had been three dwelling burglaries and one criminal
damage.
1542. Clerks Report
The Parish Clerk recalled an email from a resident raising concern over the speed that vehicles drive through the Village.
Unfortunately, Cllr Amos our speed watch representative was not present at the meeting to comment.

1543. Reports from Parish Representatives on outside organisations.
Cllr Hannibal noted that the Buxton Trust were up for nomination for both a gold and silver award for the cricket
grounds from the Essex Playing Fields.
Cllr Burn entered the meeting and provided this update. There will be a meeting of the Local Councils’ Liaison
Committee, hosted by EFDC, at the Civic Offices in Epping, on Tuesday 29th November 2022. At the Epping Forest
Branch meeting of the EALC, a number of concerns were raised by Town/Parish Councils, including those regarding
communication with EFDC, which will be addressed on that Agenda. Cllr Barbara Scruton (Epping Town Council) is the
new Chair of the Branch for 2022/23, whilst Adriana Jones (Stanford Rivers Parish Council) is now the new Clerk.
1544. Reports from District and/or County Councillors’
Cllr Amos sent the report below which the Parish Clerk read out loud in the meeting.
The trial of the blue lid wheelie bins is on an entirely voluntary basis and anyone in the village who is interested in
taking part needs to register on the EFDC website and needs to check that their street is included. As I discovered
when I tried to register, my street and others, are not included in the village trial. The link is:

The Local Plan, which has long been the subject of consultation and amendment, looks to be nearing conclusion.
There is now an opportunity to comment on the few remaining main modifications, but only on these and not
anything upon which consultation has already taken place. Full details can be found on the Epping Forest District
Council website and the consultation closes 9th December, 2022.
The Boundary Commission has published its proposals for changing the ward boundaries in the District. It is proposed
that there would be a new ward of Theydon Bois with Passingford with three councillors. The Commission has a
dedicated section on its website where people can see the detail of the proposals and comment on the names of
wards and their boundaries.

1545. To discuss and decide Parish Council response to complaints about Limes Medical Centre
Discussion about the continued bad service at the Limes Medical Centre, the examples of poor experiences were
shared by many in the room. Conclusion was that the Parish Council had no choice but to contact CQC Care Quality
Commission and request an overdue inspection of the Limes Medical Centre.
1546. To discuss and decide Parish Council response to Epping Forest District Council proposal regarding new
recycling bin.
The introduction of blue bins had mixed reviews; it was agreed that the Parish Council had questions they would like
to put to EFDC.
1547. Finance and General purpose
11.1 To approve the payments made since the last meeting. Approved
11.2 To approve Parish Council Budget for 2023/24. Deferred approval to January
11.3 To approve Parish Council Precept for 2023/24. Deferred approval to January
11.4 To retrospectively approve payment to Theydon Bois Baptist Church for £500. Approved
11.5 To discuss and approve 2 x new CCTV cameras for Coppice Row. Approved and noted that due to the delay in
service, future CCTV payments do not need Full Council approval. Instead, the Council would like to be
informed of CCTV costs that come out of the CCTV budget.
11.6 To discuss and decide whether to pay £750 to St Mary’s Church for Churchyard Maintenance. Approved
1548. Planning Committee:
Of the eight planning applications considered by the Planning Committee since the Full Parish Council Meeting of
27th October 2022, objection was raised to two (including proposed extensions to a Grade II Listed building), whilst a
further application, for the redevelopment of previously-developed land within the Green Belt, was deferred to the
Planning Committee meeting scheduled for 1st December 2022.
An application to change the use of an existing annexe to a bungalow, in a Green Belt location, and one to demolish
an extension to create an infill dwelling, were both refused following Planning Committee meetings at EFDC.
Few of the Further Modifications to the New Local Plan (2011-2033) directly affect Theydon Bois, with the exception
of the extent to which the Protected Lane of Coopersale Lane has been revised, following an earlier review carried
out by Essex County Council’s Place Services in late 2015/16.
1549. Highways, Cemetery and Environment Committee
To receive and update on Highways, Cemetery and Environment matters.
Concrete blocks have been placed at the bottom of Station Hill at the junction of the track which leads to privately
owned land to prevent commuter parking, fly tipping and other criminal activities. We await an update from Cllr Lee
Scott at Essex Highways regarding pavement works to Loughton Lane and a safer route to School. Five potholes have
been nominated for Emergency repairs in the Parish. We look to do some footway repairs in Blackacre Road and
Hornbeam Close. The hedge between the Cricket field and allotments have been trimmed as well as giving clearer
views for CCTV to both grounds. Two fallen trees have been cleared in the Cemetery after storm damage and another
has been trimmed.
1550. Community Engagement Committee
The Parish Council Christmas Market was taking place tomorrow 25th November 2022.
1551. Any Other Urgent Business for report (without decision)
Please note that no decisions can be lawfully made under this item. The Local Government Act 1972 section 12 10
(2) (b) states that business must be specified; therefore, the Council cannot lawfully raise matters for decision.
NONE.
1552. Public Participation
The Village News magazine would be going to press on Sunday please could the charity collection amount be
emailed to the Village News on the weekend.
