Minutes of the Full Council Meeting of the Council held at the Village Hall 7:30pm on
Thursday 26
th January 2023
Councillors Present: Cllrs Gooch (Chairman), Purkiss, Amos, Blake, Burn, Cowup, Gill, Wood,
and Morton.

• Members of the Public: The meeting was attended by 3 member of the public.
1553. Apologies for Absence: Cllrs Hannibal.
Apologies for lateness: Cllr Burns, Cllr Blake, Cllr Morris.
1554. To discuss and approve the minutes from 24
th November 2022. Approved
1555. Disclosure of Interests with regard to specific items on the agenda (existence of any Disclosable Pecuniary
Interest, or existence and Nature of other Pecuniary Interest or a Non-pecuniary Interest). The Council has adopted
Essex Public Law Partnership Code of Conduct. None.
1556. Public participation session with regard to specific items on the Agenda.
None
1557. Police report.
1558. Clerks Report
Letter from Essex and Herts Air Ambulance thanking us for our donation last year. They have offered a visit to their
airbase. If anyone wants to go please let me know.
Letter from St Clare Hospice thanking us for the donation £1360.53 from Christmas market.
Complaint from resident about lorry in Morgan Crescent parking over road and pavement, blocking both to deliver
sand. Asked if we could put a notice in village News about considerate parking.
Complaints from residents about continued delays in collection of rubbish – Forest Drive and Dukes Avenue haven’t
had recycling collected for 2 cycles.
EFDC are conducting an air quality consultation. The online consultation runs from 20 January 2023 to 17 February
2023. The planning committee will be looking a this in detail. But if anyone wants to have their say please go to the
EFDC website environment section.

1559. Reports from Parish Representatives on outside organisations.
None.
1560. Reports from District and/or County Councillors’
Cllr Amos spoke about Problems with Biffa and waste collection.
He spoke about Blue lidded bin trial.
Report from Holly
1561. To discuss the request from Children’s World Fun Fair to return to the Green.
Cllrs voted to stick with last year’s decision.
1562. Buxton Trust/Tennis Court Update.
Cllr Blake stated that she has been given some paperwork by the Buxton Trust and will be working on this
issue, and will report back to the Full Council when she has more information.
1563. To discuss and approve planting of a real Christmas tree.
Cllr Gooch stated that this had been tried before, but tree died.
Discussion about costs and growing tree against cut tree.
Cllr Gooch will raise matter with Village Association.
1564. To discuss and approve Emergency response plan.
Cllr Cowup laid out the steps needed to complete the plan.
He asked for volunteers for a working group. Cllrs Amos, Morton, Gill and Purkiss volunteered with Cllr
Cowup.
1565. Finance and General purpose
1565.1 To approve the payments made since the last meeting. Approved.
1565.2 To approve Parish Council Budget for 2023/24. Approved
1565.3 To approve Parish Council Precept for 2023/24. A Precept of £139900 was approved by the Full
Council.
1565.4 To approve Council payment by BACS and authorise the use of CHAPS payments for the coming year.
Approved.
1566. Planning Committee:
1567. Highways, Cemetery and Environment Committee
To receive an update on Highways, Cemetery and Environment matters.
Highways meeting held a earlier this month.
Loughton Lane still committed. Cllr Scott optimistic that it will go ahead.
5 potholes to be done in Theydon.
2 bids for grants from PFCC to help fund CCTV on Loughton Lane and Station Hill.
Fly tips in Epping Lane and Abridge Road reported by clerks today.
Fingerpost from Great Gregories is being repaired and will be replaced soon.
Traffic Officer looking at our ETRO in Station Hill.
1568. Community Engagement Committee
Litter picking continues.
Warm Room update.
King Charles Coronation mentioned – Community Engagement will discuss.
1569. Any Other Urgent Business for report (without decision)
Please note that no decisions can be lawfully made under this item. The Local Government Act 1972 section 12 10
(2) (b) states that business must be specified; therefore, the Council cannot lawfully raise matters for decision.
Cllr Gooch updated Councillors on The Limes Medical Centre. Letter written to CQC asked them to do a
physical inspection as matter of urgency.
Councillors asked that The Limes be contacted regarding a temporary surgery in the village.
Also, what is the timescale to get the surgery re-opened.
Cllr Gill updated the council on the successful start to the repair café.
1570. Public Participation
Comment on The Limes Thrifts Mead Surgery leaking before flood.
More publicity to advertise litter pick and Full Council meeting.
